Who he is
TechRadar explains that Lamar and Franklin met in high school and work the same job when the game begins. Lamar keeps pushing Franklin toward more daring things and treats a life of crime as normal. He is also the original owner of Chop, the Rottweiler that later lives with Franklin.
Role in the story
You meet Lamar in Franklin’s first mission, “Franklin and Lamar”, which opens with a street race between the two. He returns throughout Franklin’s story, including “The Long Stretch”, where the pair end up in a shootout with the Ballas, and “Chop”, where Lamar’s dog helps track down a target.
A short scene where Lamar roasts Franklin became a long running internet meme. The two voice actors later recreated it in live action, which Kotaku and PC Gamer both covered.
Lamar is a regular contact in GTA Online. He gives new players their first pistol, runs his own contact missions, and returns with Franklin in The Contract update (2021), where GamesRadar notes he has a new business called LD Organics.

Lamar is played by Gerald “Slink” Johnson, credited by Kotaku and PC Gamer.
