Victor Vance, usually called Vic, is the brother of Lance Vance. He has only a tiny part in Grand Theft Auto: Vice City, but he became much more important a few years later when Rockstar made him the lead of the prequel Grand Theft Auto: Vice City Stories.
Who he is
GameSpot’s review of Vice City Stories introduces Vic as the brother of central Vice City character Lance. At the start of that game he has just joined the army and arrives at a military base in Vice City. GameSpot explains that he signed up to earn money for his family, in particular for a sick brother, before his commanding officer drags him into crime. GamesRadar notes that Vice City Stories is set in 1984, two years before the events of Vice City.
GameSpot was not a big fan of Vic as a lead, describing him as someone who cannot keep himself out of trouble and complains about it constantly, though it praised the voice work and called the writing sharp.
Role in the story
In the original Vice City, Victor appears only in the opening scene, before Tommy Vercetti’s story gets going. You never play as him or take missions from him in this game, and his main link to the story is through his brother Lance, who becomes Tommy’s partner.
