Floyd is the cousin of Wade Hebert. When Trevor Philips comes to Los Santos with Wade, Floyd’s apartment becomes a regular stop for Trevor in the city.
Who he is
IGN’s guide describes Floyd as a little more capable than Wade, but poor at standing up to people and short on confidence. He is devoted to his girlfriend, Debra, and does not like to hear a bad word about her.
Role in the story
Floyd works at the Los Santos docks, which makes him useful to Trevor. In the mission “Scouting the Port”, Trevor goes to work with Floyd, meets his boss and takes a shift moving containers while secretly photographing a ship for a job. At the end of that mission Trevor heads back to Floyd’s condo, and later heist planning for “The Merryweather Heist” also starts with a scene at Floyd’s apartment.

We have not found a credit for Floyd’s actor from Rockstar or a major outlet, so it is left out here.
