In Story Mode
Tao appears in Story Mode as part of his father’s organization, the gang that goes after Trevor Philips. His role there is small compared with his later part in GTA Online.
In GTA Online
Tao returned in 2019 with The Diamond Casino and Resort update. Rockstar’s announcement explains that the Duggans, a family of Texan oil magnates, took control of the casino from Tao Cheng and the Triads. PC Gamer notes that penthouse owners take on missions helping casino owner Tao Cheng fend off the wealthy Texans. In The Diamond Casino Heist that followed, Rockstar introduced his more composed younger sister, Georgina Cheng, a vice president of Cheng Holdings.

We have not found a credit for Tao Cheng’s actor from Rockstar or a major outlet, so it is left out here.
Spoiler
Kotaku notes that during one of the casino missions, Tao says in Chinese that he almost died at the Los Santos Country Club. This is a callback to the ending of GTA 5 where Franklin attacks Tao and his father there.
