The Sherman Dam powers Las Venturas in GTA San Andreas. CJ parachutes in to rig its generators in Dam and Blast, the setup for the Caligula's heist.

The Sherman Dam is a large dam out in the desert. GameSpot’s guide places El Quebrados, a town in Tierra Robada, to its northwest, and IGN lists the dam’s oyster in its Tierra Robada and Bone County section. GameSpot describes it as the dam that supplies electricity to Las Venturas, which is exactly why CJ ends up inside it.
Dam and Blast
Every casino heist needs a blackout, as GameSpot jokes, so before the raid on Caligula’s Palace CJ has to sabotage the dam. You cannot just drive up to it. IGN’s walkthrough has CJ take a plane from the airport, climb to a marker high in the sky, jump and parachute down onto a platform on the dam. If he lands in the water, he can swim to the platform and pull himself up.
From there it is a stealth job. CJ picks up a knife by a pink shipping crate, quietly takes out the guards and the technician, and plants charges on each generator inside before slipping out and escaping by boat and plane. GameSpot points out that the charges stay in place until the heist itself, when Zero sets them off to kill the casino’s power.
Vertical Bird
The dam returns in the final chapter. After stealing a jet in Vertical Bird, CJ has to destroy four spy ships, and IGN places them near the Sherman Dam. GameSpot advises switching the jet to hover mode to hit the ships in the water above the dam.
Collectible
IGN’s oyster guide puts The Sherman Dam Oyster near the westernmost tower of the dam, and Tierra Robada Oyster #6 to the northwest of it.
