Area 69

Area 69 is a top secret military base in Bone County, out in the desert west of Las Venturas. GamesRadar+ calls the name Rockstar’s tongue in cheek nod to Area 51. GameSpot’s guide calls it the Restricted Area and notes it is the only restricted airspace in San Andreas. Flying over it, or even walking in, jumps you straight to a five star wanted level, and its surface to air missile sites lock on to aircraft.

Black Project

The base is the setting for Black Project, one of the Airstrip missions run from Verdant Meadows. IGN notes that it only starts at night, between 20:00 and 06:00. The Truth drives CJ to the fence and sends him after a secret device hidden inside.

IGN’s walkthrough has CJ snipe guards and searchlights in the yard, then climb the control tower to open the blast doors before the deadline. If the lights spot him, the base goes on alert and he has to break in through a vent instead. Underground he fights through labs and catwalks, takes out a SAM site from the radar room so his escape is safe, finds a keycard and descends to the bottom of a silo. The prize is the black project itself: a jetpack, which CJ uses to fly straight out of the silo and meet The Truth again. In the Definitive Edition, the achievement They Can’t Stop All of Us asks you to reach the underground base without setting off the alarm above ground.

GamesRadar+ ranked the mission among the series’ strangest, a cheesy sci fi trip that swaps gang tropes for conspiracy theories.

What’s there

IGN lists Area 69 as one of the two places a Rhino tank can appear, and Patriots park at military bases such as this one. After the follow up mission Green Goo, IGN says the jetpack spawns for good at Verdant Meadows and can also be collected from the spot where CJ found it in Area 69.
