Phil Cassidy

Phil Cassidy is a gun dealer and army veteran who becomes one of Tommy’s most useful allies in Grand Theft Auto: Vice City. GameSpot’s guide calls him obnoxious but not such a bad guy, and GameSpot’s review of Vice City Stories sums him up as an alcoholic gun nut.

Who he is

The game’s manual points readers to Phil Cassidy’s warehouse north of Little Haiti for heavier weapons. He also runs an illegal still that makes a drink called boomshine, which plays a big part in his last mission. GamesRadar describes him as a fan favorite of the 3D era games.

Role in the story

Tommy meets Phil through the Malibu Club missions. In The Shootist, Tommy needs a stickup man for a bank job and has to win a shooting contest at the downtown Ammu-Nation to recruit him. Phil then takes part in The Job, the raid on El Banco Corrupto Grande with Cam Jones and Hilary King, and GameSpot notes that the mission fails if Phil dies.

After the heist Phil calls with two jobs of his own. Gun Runner has Tommy knocking over trucks belonging to rival arms dealers, and Boomshine Saigon follows an accident at Phil’s still. GameSpot explains that once both are done, Phil’s Place counts as one of Tommy’s assets and sells military weapons such as the minigun, rocket launcher and M60.

Voice actor

Phil is voiced by Gary Busey, credited in the game’s manual. Busey returned to the role in the 2006 prequel Vice City Stories, as GameSpot’s review notes.

Spoiler

IGN’s guide explains that the accident in “Boomshine Saigon” is nearly fatal. Phil refuses the hospital because of the police there and sends Tommy to an ex army surgeon he knows in Little Havana. GamesRadar notes that Phil is famously one armed in his later appearances.
